What is the Keyoh Governance Strategic Plan? 

The Keyoh Governance Strategic Plan is a five-year plan to develop land-based decision-making that reflects Dakelh law and Keyoh responsibility while addressing the complex governance conditions that exist today.  

Its purpose is to help sort through unresolved questions about representation, succession, responsibility, conflict resolution, and decision making in a way that supports long-term legitimacy.  

The goal of the Plan is to recognize and support Keyoh governance within Nak’azdli’s current governance landscape, and move towards Keyoh responsibility, authority, and stewardship to the land.


Why develop a Keyoh Governance Strategic Plan? 

Clarity: The plan creates clarity where there is currently confusion around roles, authority, and decision-making processes. It defines who speaks for the land and how decisions are made. The plan reduces overlap between Keyoh, Clan, and Band responsibilities.  

Stewardship: Recognizing Keyoh authority leads to stronger, more sustainable land stewardship outcomes. The plan supports making decisions grounded in place-based knowledge and long-term responsibility. 

Consistency: The plan strengthens Nak’azdli’s position with external governments and industry. It provides a unified and consistent approach to engagement with industry and Crown governments. 

Conflict Resolution: The plan helps prevent and resolve conflicts before they escalate. It includes a conflict resolution process that was informed by Keyoh holders, for disputes from Keyoh to Keyoh, and from Keyoh to industrial activity. 


How was the Keyoh Governance Strategic Plan developed, and who is overseeing this work? 

In 2023, the Keyoh Working Group was brought together with the support of Yinka Huwunline to examine how Keyoh could be better integrated into Nak’azdli decision-making. This group of volunteer Keyoh representatives and family members worked on several projects to support Keyoh connection to the land, and ultimately recommended the development of a Keyoh Governance Strategic Plan.  

The Keyoh Governance Strategic Plan is the result of over a year of community-based research overseen by a Keyoh Governance Oversight Body (the direct descendent of the Keyoh Working Group), and undertaken by Resonant Strategic. 

This included an in-depth survey, multiple rounds of community engagement, including with youth, 23 long-form interviews, and extensive review and discussion with the Keyoh Governance Oversight Body. 


What are the goals of the Keyoh Governance Strategic Plan? 

The overarching aim of the Keyoh Governance Strategic Plan is to provide the framework for recognizing Keyoh as responsible for decisions on their own lands – while also recognizing the complex governance framework that Keyoh now sits in, with Band, Clan, Crown governments, and industry all playing a role in how decisions are made on the land. 

The Plan proposes an incremental way forward for Keyoh to exercise decision-making and jurisdictional authority both at the Keyoh level and through collective mechanisms. 

It identifies a series of goals as well as a set of outcomes and activities to be undertaken to achieve these goals. It also includes an evaluation framework to ensure that the ultimate goals of reasserting jurisdiction of Keyoh where appropriate and decolonizing decision-making in the process. The six overarching Goal Areas are outlined below.
