Occupational Health and Safety Officer (OHS Officer)

The OHS Officer is a full-time position based in Fort St. James. The OHS Officer manages all health, safety, security and environment-related activities for Nak’azdli Whut’en for both the locations in Fort St. James and Prince George.

Reporting to the Director of Housing, Capital & Lands, the OHS Officer is primarily responsible for providing OHS Leadership within NW, developing and maintaining NW’s OHS policies and procedures, evaluating and monitoring OHS Hazards, and implementing safety programs. It is expected that the role, responsibilities and duties of this position will evolve as business operations grow.

Wage Grid Range: $65,000 - $75,000 Annually

 DUTIES:

  • Responsible for the development of high-level plans to direct the core components of the emergency management program including public education, emergency operations centre activation, staff/volunteer training and emergency planning and preparedness.
  • Implement and manage the Workplace Harassment and Violence Prevention Regulations SOR/2020-130 pursuant to subsection 157(3) of the Canada Labour Code regulations of the Governor in Council subsection 157(1).
  • Implement and manage the Occupational Health and Safety Regulations in all departments, offices and workplace locations.
  • Facilitates meetings, communications and relationships between various stakeholders, partners, response agencies, municipal departments, Provincial and Federal departments, NGO's etc.
  • Responds to all emergency events and disasters, fires, landslides, flooding, earthquakes, hazardous material spills etc.
  • Develops emergency response structures and standard operating procedures.
  • Manages, coordinates and administers grant applications as necessary.
  • Identifies appropriate emergency preparedness training requirements and arranges appropriate training as necessary for staff, volunteers and others.
  • Coordinates the emergency operations centre (EOC) in a declared state of emergency.
  • Verifies, monitors and conducts inspections of all health and safety devices such as fire and smoke alarms, fire suppressions systems, fire extinguishers, air exchange systems, heating/electrical systems, entrance and exit doors and windows egress, and ensures that all are in place and in proper working order at all times.
  • Responsible for implementing an overarching organizational health strategy, including mental health in collaboration with health professionals and the Nak'azdli health centre.
  • Prepare the workplace harassment and violence prevention policy working jointly with the policy committee, or the health and safety representative.
  • Assess the risk of workplace harassment and violence.
  • Inform and train employees and participate in the same training.
  • When an incident of harassment or violence is reported, respond within seven days.
  • Keep records of every incident of harassment and violence in the workplace and report annually to the Labour Program.
  • Implement corrective measures in response to the investigation report of an investigator to prevent future occurrences of harassment and violence.
  • Make information about support services in the surrounding geographical area that are available to employees and additional support measures available in the workplace harassment and violence prevention policy.
  • Develop and maintain a resolution process with effective regular communications to all employees and provide multiple options for seeking resolution.
  • Develop a system that encourages employees to come forward with strong privacy protections in place. If an investigator conducts an investigation, the final report must not reveal the identity of persons involved in an occurrence, or the resolution process for an occurrence.
  • Compile and maintain a current list of emergency trained individuals, ie. firefighters, swift water rescue, that may be called upon when and if a situation arises.
  • Identify training opportunities, participants, cost and funding to meet community plan. 
  • Work with the District and outlying communities to assist where applicable in conducting exercises and team building strategies. 
  • Provide team support in the event of catastrophe. 
  • Register for provincial benefits in the event of an emergency. 
  • Maintain and document all activities provide reports to funders and others.
  • Other duties may be required.

 QUALIFICATIONS:

  • Diploma or Certificate equivalent in OHS, preferred
  • A professional designation (CSRP, CSP, CHSC, P. Eng) is a strong asset
  • Bachelor’s degree in environmental, safety, industrial hygiene or related field, an asset
  • Three to five (3-5) years of Safety experience is required
  • 1-3 years supervisory experience, required
  • Safety auditing and investigation experience
  • Sound Knowledge of emergency management in British Columbia.
  • Sound knowledge of outside agencies and private organizations that provide support to Indigenous communities in emergency disasters.
  • Amateur radio license, First Aid, CPR & AED certification is preferred

 ADDITIONAL REQUIREMENTS:

  • Clear and acceptable Criminal Record Check
  • Must agree to and sign Oath of Confidentiality
  • Must agree to and sign Code of Ethics.

WORK LOCATION:

Your work location shall be based out of Nak’azdli Whut’en Administration Office in Fort St. James, BC for 90% of your working time, however, will be required to travel onsite to the Nak’azdli Whut’en Satellite Office in Prince George, BC in all weather conditions throughout the year, as needed for approximately 10% of your working time, for the continued delivery of duties and responsibilities, subject to change at the discretion of Nak’azdli Whut’en.

HOURS OF WORK:

This is a salaried position based on a 40-hour workweek without any overtime eligibility.  Although regular office hours are from 8:00 am to 4:00 pm Monday to Friday, it is expected that you will work the hours needed to complete your work each day.   You may also be required to carry out work on occasion outside of your normal hours of work.
